19.01 This Constitution shall only be amended upon a vote of two-thirds (2/3) of the votes cast at a regular or special convention. Proposed amendments shall be submitted to the convention in accordance with this Constitution.

19.02 Amendments adopted by the convention shall become effective immediately upon their adoption unless otherwise stipulated in the amendment resolution.
